Are you certain about that? When I was watching local news coverage of this, they said the airlines are required to pay certain amounts if they take your seat, but they did not say the airlines were prohibited from paying more if they choose to. Obviously this incident has cost United more than a few hundred more bucks.

Is there a regulation that lets them remove passengers because of overbooking? I could see not letting them on, but once they are on in a seat they have paid for, it makes no sense that the law would allow them to be removed. For emergency, sure. But not overbooking. Pay the man!
