The Bush family was never, ever interested in tackling illegal immigation. One of the primary reasons was because of Columba Garnica Gallo-Bush, the woman who married Jeb. She was born in León, Guanajuato, Mexico.
Not only was she very vocal within the family regarding illegal immigration, she was reported to be extremely influential with the family.

Maybe--but I think the real reason was that the Bush women are lazy, shiftless and stupid, and W and Jeb were raised by illegal aliens so Bar could drink gin tonics undisturbed. W speaks better Spanish than English. Of course, open borders played into the Bush globalism. Read Stones' "Jeb! The Bush Crime Family"
I think the inaugural sent a signal to W--nobody loves the Bushes. America at last dislikes them as much as they disliked America.
