Why the heck is this insurgency still going on? These places have been in revolt against Manila for a century or more.
The Filipinos are widely recognised as among the toughest fighters on earth and yet they can’t suppress this nickel and dime uprising.
Similar outbreaks have been stamped out with force by the neighbouring Indonesian army. How come Muslim-majority Indonesia can destroy these bandits but deeply Catholic Philippines cannot?

If it saves innocent lives, I would support. If only to protect other combatants (like those recently shot dead in Bohol), I’d prefer to pass. Duterte, as mayor, managed to pacify Davao, the biggest city in Mindanao, and Mindanao was his political base. Mindanao also has the most Mohammedeans. So Duterte knows the pluses and minuses of accepting the offer.
