President Trump has his maximum momentum in the first six months of his Presidency, in terms of public support, political capital, and political will. After that, too many things crop up as distractions and/or excuses not to deliver.
Midterm elections, war, money, etc., all tend to be barriers to progress.

Disagree, the final design has not been selected. There are some VERY Good proposals.
Why not use the Wall as a negotiating lever until you are ready to break ground and collect monies from Mexico to cover the cost?
