The only truly relevant question of a candidate would be whether they FILED their tax returns.
Since President Trump is under audit, it can be safely assumed that he DID file his return and that at the end of the audit he would have paid every penny that the government can lawfully collect.

Further the constitution states the qualifications to be President and Vice President. For the states to legislate on the rights, powers and duties of the Presidency is beyond their constitutional powers.

The 63-seat chamber is now evenly split between Democrats and Republicans, with one vacant seat that's expected to go Democratic in an upcoming special election. But Republicans are in control thanks to the support of several Democrats, known as the Independent Democrats, who broke ranks with their party to empower the GOP. The IDC supports the bill, according to spokeswoman Candice Giove, though Republicans can still block any effort to bring the bill to a vote.
If the Repubs can block the bill, so be it.
If I were a New Yorker, I'd be pissed that my legislature is wasting its time on this. High school. Partisan politics at its worst.

I think it’s pretty obvious that Trump isn’t going to take New York in 2020, so he could simply choose to not even bother to file there. FUNY!!!

I think that is for criminal law.
Do not the relevant privacy laws apply here? Personally I think the prez should release his records voluntarily, as soon as his IRS audit is completed, contingent upon the previous prez releasing his college records.
Also, he should release his tax returns no earlier than after his presidency is over.
