Bolton wasn’t U.N. ambassador at the time.(He worked at State)
In fact, the RATs tried to use that to stop Bolton’s appointment as U.N. ambassador.
Bolton ended up being a recess appointment of which he resigned after the end of the recess appointment.

The prohibitions may explain why the FBI still has not responded to a House request for documents about how the White House was able to “unmask” the names of Americans incidentally spied on during an apparently contrived Obama admin “foreign electronic intelligence operation” timed to run during the Trump transition team commenced its operations.

The House committee investigation centers on Susan E. Rice, then-Pres Obama’s national security adviser, and her involvement in clandestine political spying operations using foreign surveillance as her cover. She is the committee’s central witness to explain the unmasking and wide dissemination of what committee chair, Rep.
