This is how legislation is supposed to be done. House, Senate, Conference, Vote, go to President.

Yep, and part of the trick is how much it gets changed in conference.

Yeah, I recall arguing with friends the ObamaCare law would be found unconstitutional on process alone.

IRC, ObamaCare originated in the Senate, quid pro quo after quid pro quo was given for votes and there was zero reading of the bill before process and vote.

No one argued this in court, which I thought odd
