Long ago a friend of mine sold a North Carolina company for tens of millions. A decade later, Janet Reno sent him notice that he had to pay $20 million for damaging the environment. Huh? The company he had hired to haul away industrial trash had dumped some of it in a river or lake illegally. Friend had no idea, but Reno didn't care. He was ordered to pay, told he could not hire a lawyer and challenge the edict.
Of course, he had lawyers who knew what to do. As far as I know, he did not pay that ridiculous fine. He was a great patriot, a WW2 hero...and the look on his face when he told me about Reno was a profound mixture of horror, hate and hurt.
