Best bill caption
One legislator tried to shake up the health care debate with a bill that would fine men $100 for masturbating and let doctors invoke their “personal, moralistic or religious beliefs” in refusing to perform an elective vasectomy or prescribe Viagra.

Titled the “Man’s Right To Know Act,” the caption for House Bill 4260 by state Rep. Jessica Farrar, D-Houston, “relat[ed] to the regulation of men’s health and safety; creating a civil penalty for unregulated masturbatory emissions.”
