How about looking up the zipcode of where you want them to think you’re calling from?
Since you have to get on their websites to do that, why not just find their direct dial numbers? Avoid the switchboard.
Get out your local phone book and look up your bureaucrat and call many times complaining you can’t get through to it(he and she are to patronizing of words). There is a White House website that is asking for things to improve the government so there would be a place to ask for change.
I think they’ve been doing this for a while, but I bet you could fake them out.

I am surprised the system does not know where you are calling from and automatically direct your call to your rep.
It’s 2017. Do you really think we should be funding hundreds of switcboard operators just so you can call every representive in congress. It is a cost savings that I fully applaud.

They are limiting people who aren’t their constituents from bothering them. As they should.
The Congressional web site email system has been that way for many years.
You can only contact YOUR representative.
Call your Congresscritter and it goes to a staffer. But you can all any member’s office without the switchboard.

You can get any Senator or Rep’s phone number in DC, and a link to their homepage, which lists all of their in-state offices
I go to their website and get the zip code for one of their offices. Their contact forms often require an address. If so, I change the street number just a little different from the office as well. Always gets me past their hurdles!
