FWIW, looks like a warehouse area. Now I’m wondering if this is drug and/or gang related. From pics I’ve seen so far, no identifiable Fed presence. FWIW.

Seems to me that your run-of-the-mill suicide-prone jihadi terrorist probably isn’t interested in warehouse areas. The population density is just gonna be too low for him to run up a big score of casualties.
