Comey is a drama queen hack. Gee, “loyalty” might mean not leaking every meeting to the press? Did he make memos of his meetings with Lynch, who obviously was compromised?
First time Comey told Trump he was not under investigation:

we were not investigating him personally. That was true; we did not have an open
counter-intelligence case on him. We agreed I should do so if circumstances

Context is everything, Comey and others were spying on Trump and desperately working to justify themselves.

I would hasten to say that Trump expected, just that, “honest loyalty,” at least as much as he gave to the Clintons.
I don’t see this as being anything other than a first meeting. How can this possibly be misconstrued as an impeachable offense.

Ok, the second point. Honest loyalty would mean telling the president that he’s under investigation for collusion with the Russians if he is, and he’s not if he’s not.
So, did Comey say that the president was or was not under investigation for collusion?
Bottom line, I wouldn’t trust this guy further than I could throw him.

A security bureaucracy above all else in the government is the mark of authoritarian regimes. This was the hallmark of the NKVD, the Stasi, the Gestapo, etc.
Comey was in a state of treason and insurrection.
He is a national embarrassment and doesn’t even know it. But like the Stasi, Gestapo, and NKVD...every such agency’s day is coming. They all fall, they all get collapsed. The sunshine will fall hard on them. I hope Trump disbands them.
It’s obvious that the danger from terrorism pales in comparison to the danger from our “protective” formations.
He has a one on one conversation, supposed to be in confidence, nothing obviously untoward, and his reaction is to blab to others in his professional orbit. And to write a memo. And only for Trump. Not loyal. Building a case. Trump was under criminal investigation in all but the filing formalities.
Creating written records immediately after one-on-one conversations with Mr. Trump was my practice from that point forward

Why does he need to "recall" conversations he wrote down?

Comey felt compelled to start keeping memo’s only because he realized he was now working for someone who was going to hold him ACCOUNTABLE for his actions. Purely CYA.

He was compelled to suddenly take noted because he was no longer working for his fellow travelers. Now he was working for someone he didn’t have long shady associations with.

I have been (and currently am) a CEO for several companies. It is my standard practice, upon taking over, to gather the senior management team and spell out expectations. One of those is loyalty. If anyone has a problem carrying out my agenda (as has been approved by the Board of Directors - or in Trump’s case, the voters), then let’s hear it now so we can shake hands and part ways.
