Yes, normally, But he recused from investigation of the Trump election campaigns (primary and general election), because he had and has a vested interest in those campaigns. Can't be trusted to investigate of judge himself, in the general principle.
Comey described some ongoing investigations into the Trump campaign. Those are the investigations handed off to Mueller. Sessions could hand them off, because they "weren't his" to begin with. Rosenstein, #2 at DoJ, is the fellow who appointed Mueller. Head of FBI reports directly to Rosenstein. See DoJ Org Chart.
