Since Rosenstein appointed Comey’s buddie, it’s not unlikely that Rosenstein would grant Comey immunity.
Rosensteins non-partisan credibility took a huge hit when he named Mueller special counsel. IMHO, that alone warrants Rosensteins dismissal as DAG.
Under the regulations, a Special Counsel generally has all of the power of a regular US Attorney.
It would not surprise me in the least if Comey had been granted immunity by his buddy Mueller.
Investigators can't grant immunity from prosecution, but they can grant immunity from investigation, in this case they can simply not investigate Comey.
To be blunt, if we can’t get some Swamp insiders like Rosenstein and perhaps Mueller to turn on their fellow creatures, peaceful politics is a waste of time. We’re going to have to hope for support from experienced Congressmen too, despite their having played the DC games.

Rod Rosenstein is Deputy AG and is calling shots on ‘Russian’ investigation as Sessions has recused himself.
I would hope though, that regardless of the recusal by Sessions, he is still in the loop for immunity grants.
