How exactly does one arrive at a “percent finished” figure for something that by its very nature can only be known to be concluded when it’s finished, and not a moment sooner?
Well, you have to define your terms.
"Finished" means the end of a Presidential term.
365 days/year X 4 years = 1460 days
0.20 X 1460 days = 292 days X 5 = 1460 days
Mid-terms will, of course, happen when the investigation is half complete.
