The businesses have been paying police for decades; they should have no duty to pay them.
These areas fall apart because the residents (not the businesses) contribute nothing for their own police protection (or much of anything at all).

Maybe. But if I recall correctly, that whole thing came out of a specific person with a restraining order against a guy. The court said that wasn't enough to define a special relationship where the police would be obligated. However, this isn't specific people, this is the city they are responsible for in general. So if the courts throw this in with the "police have no duty to protect", then what is the point of even having police? What good are they aside from revenue from parking tickets?

That’s the sick part. The Supreme Court and lower courts have ruled that the government can force you to pay for the police and that the police have no duty to do anything in return - for more than a century.

In my area the people who pay the most for police demand results, and get them. Areas with ineffective police are basically devoid of taxpayers at this point.
