Sounds to me like a state in revolt. Send in the federal troops to protect federal property. Two more things: arrest all the legislatures who support this law and the governor if he signs it. Second, put the army on the border with Mexico.
If the feral government allows them to do this, the next step would be enacting citizenship to the illegals.
