Gov. Jerry Brown of California on Thursday reinforced his reputation as Americas de facto leader on climate change, announcing to cheering crowds in Hamburg, Germany that his state would gather leaders from around the world for a global warming summit next year.
Speaking by videoconference to the Global Citizens Festival in Hamburg, where President Donald Trump is joining other world leaders for the Group of 20 economic summit, Governor Brown said the president doesnt speak for the rest of America in pulling out of the Paris agreement on climate change.

Brown will be out of office in under 20 months.
My guess is that Trump is going to do his best to get a Republican elected governor of the state.
We need to few state senators and assembly seats to change to the Republican side of the isle out here, so the Dems won’t have a super-majority any longer.
Then the real fun starts.
Trump is the guy that could turn this state back into the plus column.

Article 1 ;section 10: "No state shall enter into any treaty, alliance, or confederation; grant letters of marque and reprisal; coin money; emit bills of credit; make anything but gold and silver coin a tender in payment of debts' pass any bill of attainder, ex post facto law. or law impairing the obligation of contracts, or grant any title of nobility''.
