Using trade to change behavior. Got it. But China is not the mouse in the maze. North Korea is the mouse. And they do not care about trade and will only seek help from China if they are overrun. We have been there before.

What matters is the pace and scope of economic pressure. The pace is rather slow if one of main objectives is to rein on N. Korea in time. There will be also resistance to widening the scope. People inside and outside current administration will try to pare down the package, always yearning for some surgical trick to fix the problem at little cost. At every turn, whining business constituencies who have dealings with China will spring up to resist it.

Tillerson is so real he makes Hillary or Lurch appear to ghosts or shadows. He is a true man of the world able to meet and deal with all leaders on an intellectual superior basis. They know intuitively to be on their guard.
