A simple search on Wiki: (ref here)

(excerpt)

Parties and signatories

As of December 2016, 194 states and the European Union have signed the Agreement. 153 of those parties have ratified or acceded to the Agreement, most notably China, the United States (who is intent on leaving) and India, the countries with three of the four largest greenhouse gas emissions of the signatories' total (about 42% together).[1][64][65]

..... (more excerpt)

Non-signatories

The following UNFCCC member states were entitled to sign the Paris Agreement but did not do so prior to its close for signature on 21 April 2017. These states can now accede to the treaty. The Holy See is an observer state of the UNFCCC and can accede to the Paris Agreement if it first joins the UNFCC.

I.e.,

Nicaragua, Syria, and the Holy See. (end excerpt)

I guess according to the Wiki entry, United States either 'ratified (not true, iirc) or acceded to the Agreement'. I seemed to read (also on CTH by sundance) that so far United States is the only one paid money (by Obama admin) to be redistributed.

42 have signed and not ratified. Most of those are holding out for more loot for them or less cost to them.
