The NORKS didn't develop everything by themselves, and my guess is they got the tech from China, thanks to the Clintons.
The Chinese were losing a lot of space shots on launch. The U.S. wanted them to be able to launch U.S. business satellites into orbit. That was the excuse for the transfer of technology. Who cared if it would directly benefit China's ICBMs.
Notice North Korea has a pretty solid missile system. While they did lose a few missiles, most of their shots are accident free.
Something seems fishy about that to me. When Russia supplies things, they usually send Russian techs with it.
I haven't read about Russian techs in North Korea. It may be out there, but I haven't seen it.
I'll bet there are Chinese techs there.
