They would build a plane full of inefficient political compromises, social engineering costs, and the idea of providing welfare jobs to voters. While the F-35 does contain a large number of non-weapons related costs that drag down the project and add expense, like subcontracts for women and minority owned businesses, those are nothing compared to pigs at the trough of a European weapons procurement. They may end up with something that will fly and perhaps fight but it will cost much more and take much longer than waiting for the F-35.
