Trump should exempt Hawaii from the ban and allow every terrorist refugee to enter that state but restrict any travel to the other 49 states (or other 56 state for you Obama voters).
The President should order a total, zero influx ban from the SC approved countries until he gets SC further guidance.

This is the problem. These countries are singled out because vetting is difficult there and actual records limited. Anyone could claim anyone is a cousin without adequate documentation.
