100% correct. I figured that out when Ken Starr played Bad Cop to the Dems’ Good Cop, and Henry Hyde pulled the plug on removing Clinton the very day after 1998 elections.
Starr protected the Clintons from anything serious; public embarrassment was the handslap substituted for prosecution. Starr, Hyde, et all: Swamp Creatures.
