I’ve come to think of the process in military terms, a feint, a diversion.
Such tricks were a favorite tactic of the Supreme Allied Head Quarters in WW II while planning and build up was underway.
The best example is the phantom army built up directly across the channel from the Pas-de-Calais. It had people running around, enough radio traffic for an army, lots and lots of tanks that were actually balloons and a general.....perhaps the best General George Patton.
The German Commander in Chief, Adolph Hitler believed so strongly in his intelligence that he kept his panzers out of action against the diversion in Normandy so long the beach head was secured and the assault in Normandy was a success.
The coming battle against the “sewer” requires lots of planning and implementation and just getting ducks in a row before the actual Normandy landing.
The adage goes “you must not wound the Queen. You must kill her”
and..... lest we forget, there are 10 Boy Scouts in the cabinet. The Scout motto is “Be Prepared”. It’s how we live.
Then, there are I think three Generals on the cabinet. They know how to go to war
Look at Trumps trans decision. He hit the wasps nest full on for a distraction and he is getting it.
You would be amazed at how many ghost and phantom divisions there were during that time, I could spend days on this website: https://en.wikipedia.org/wiki/Divisions_of_the_United_States_Army
