His job was to light off a “Special Council” investigation. That was it. I don’t think it can be controlled, turned off, constrained, directed, or curtailed at this point.

One would hope if Mueller found an unrelated crime that he would not be given the right to expand as he was given a specific responsibility for a question America wasn’t answers on. An unrelated crime would be taking away from his duty.

How does Mueller need ~16 ‘Rat colluded, high price lairyers to “investigate”? Liaryers are not investigators, they are prosecutors.
Everything I've seen tells me: (1) Rosenstein is playing this straight as an arrow, and (2) we may be in for a big surprise (in a good way) when the whole thing is done.
When Judge Ken Starr was hired as Special Prosecutor his charter was to investigate the Whitewater Land Development project in Arkansas. Then Starr asked Attorney General Janet Reno for permission to expand his authority to the Vince Foster suicide. Then Starr asked permission to expand again to the Monica Lewinsky affair. Clinton was ultimately impeached by the House of Representatives for perjury and obstruction of justice related to Monica Lewinsky.
Mueller can't find something outside the scope of the investigation, unless he already has expanded his investigation...without permission.
