Okay, but that doesn't answer the question. City land or not, why does a Mayor have the authority to unilaterally start removing things that he finds offensive? It's CITY land, which means it and the statue belong to the people of the city, not the mayor.

Right. The City of Madison owns it, not the mayor. I still don't get how he has the power to unilaterally remove anything that he finds distasteful.
