Not enough.
Apparently the Peter Principle has been involved for some years in the promotion of Navy officers, resulting in a portion of current officers whom the Admirals have approved the promotion of though such officers have not deserved those promotions, rising instead to their level of incompetence.
The whole structure needs a command shakeup.
I would be reviewing the records of the officers involved and looking at who has been recommending their promotions and promoting them.
