It should be legal for a town to not have a public school. A private school that is paid for and run by the parents but not run by the municipality. Have you heard of such a thing anywhere?
Another idea is to have a group of parents hire a tutor to educate the kids in the home.
Another idea is to close “the school” and rent out the buildings to some people who want to run a real school.
