I think they might block cross traffic for when the protesters march. in this case they marched down water street. i’m only guessing but i plan to check other streets to see if this was what they were doing. Keep in mind these are well planned staged protests. not spontaneous.
That sounds like a reasonable explanation. Blocking the street as part of elaborate protest organization. But I don't see any connection to the car that ran over people other than it being at that point. You have the best explanation I've heard.
