I guess that I missed the point. The van was parked, no doubt. Probably because of the pedestrians wandering the streets. They were probably texting. They were idiots and should have pulled over to allow cars to move around them.

I also wonder if the perp was trying to leave and was looking for an exit in the area. It is also possible that pedestrian protesters started assaulting him in one form or another and that caused the driver to panic.

Anyway, pushing a car into another car into the lady to died is not intentional homicide. Just my opinion, though.
