These are states which REFUSED to issue driver licenses that comply the the “Real ID Act”. They chose themselves.
Pennsylvania was simply unwilling to make a wholesale change for Fedzilla on their schedule. My license just expired and got replaced with a compliant ID as will others when they expire. Our local DMV is actually very well run . . . I was in an out in less than 30 minutes on a SATURDAY afternoon. They close on Monday so they can open Saturday for working people. Imagine that!
They chose that because it’s a stupid rule/law and does nothing to deter terrorism.
