There is a difference (although subtle) between giving illegals a license and giving them the same license they give citizens and legal residents. For instance, Washington is well known for giving licenses to anybody. Illegals are so confident that if they return after being deported they go straight to the DMV using their real name and get a new license.

Maryland, a Bolshevik regime, gives licenses but they have an indicator that they are not to be used for federal identification.

For citizens of border states on this list, an option is to get an enhanced license that is vetted for cross border travel by land and water. That would be an accepted ID by TSA. You can't use those for international air travel, but domestic air would be fine. All international air travel still requires a regular passport.
