I call BS on that. Have you been in ER lately? They got lots of big male nurse’s, EMTs, techs etc. They’ll be able to handle an assaultive patient just fine.
The police are the only reason an urban trauma center can operate. Patients, family members and even the original perps are all over the ER every time anything happens. Fights break out.
This nurse will get rich with her lawsuit but the rest of the staff will suffer.
It would be rare for LEO to assist with that situation. When that happens there are usually large male nurses, and others, along with security that handle that. For one it would take too long for LEO to get there.
The policy will change when the idiot donut commando is fired. I predict November.
Large hospitals have contract security people to handle that situation. The cops wouldn't be any good in that situation anyway; they wouldn't be there. ("When seconds count, the police are only minutes away")
The hospital/university have their own cops (fairly ineffective, per the video), so technically they wouldn’t need the city’s jack booted storm troopers to deal with internal issues.

Hospitals have their own security officers to handle any in-hospital conflicts. There is NO ROLE here for the local jack boots. I noted that the Campus Police Chief was very apologetic for the namby pamby way his “officers” stood idly by while Payne abused Wubbels.
