It’s my understanding that in the South it’s kind of a seasonal decoration. Like sheaths of wheat or corn. Just a “fall is here” kind of thing.

A friend’s nephew is a agriculture specialist. His wedding reception decor was cotton stalks on every table.(bride’s idea)

Yes, it’s a popular seasonal decoration down here in the South. Some people even plant a little in their gardens. All cotton is not white. There are several different shades. Funny that it’s a problem all of a sudden. Lot’s of white people picked cotton too.
