In the US, toilet paper is usually available at even the grungiest gas station restroom. It is not necessary for people to carry it with them wherever they go. In China however, toilet paper is not freely provided in public restrooms, stores, restaurants, etc. One must bring their own. Even in restaurants, napkins are usually an additional expense or people would take too much for personal use, placing a financial burden on business owners. But meanwhile toilet paper is easily available for purchase at store and street shops and vendors. At publicly funded sites where toilet paper is available, it shouldn't be a surprise that some people have taken advantage of the situation and have stolen extra TP so that they don't have to purchase it. Facial recognition systems sound like Big Brother. But it is a creative solution that has allowed some of these public sites to control the amount of TP they have to provide. And of course, one does not have to take the free TP. One can provide their own and avoid Big Brother.

I’m going to China in a couple of weeks. Outside of hotels they recommended you bring your own TP.
