I don’t think this has anything to do with voter fraud.
This boils down to lazy people not doing their jobs, for whatever reasons, in the county’s tax assessor collector office.
If it was voter fraud, you would see larger counties listed. Instead it’s small counties where they probably don’t have the money or the staffing to do an adequate job.
