Apparently these distinguished experts cannot read the Constitution. It says that ALL fundings must originate in the House of Representatives. The President cannot allocate money any way he sees fit, Constitutionally.

If I have read correctly, the subsidies we already declared illicit by the court. President Trump simply discontinued an illegal subsidy. The lawsuit exceeds the bounds of sanity.
