Officials in a correctional setting are bound to afford inmates their constitutional rights in the least restrictive manner. Safety and security concerns are overriding considerations in any rights calculation. There is a strong case to be made for restricting access to the Koran in that it contains exhortations to violence as supported by the statements of Yabba Dabba Doo in his briefs.
