The HR departments are responding to concerns from the legal departments; today a company can be sued for not having the appropriate (as set by the government) level of females, blacks, and Hispanics at each level of management - regardless of talent/capability. You end up with parallel structures, one composed of useless tokens with nice titles and high pay, and another composed of talented people (primarily men, but qualified others as well) with high pay and all the workload. A costly overhead to companies, having to keep these facades in place...
