There is no regulation on consumption, if you don’t like ethanol, just go to www.pure-gas.org and find a station near you that sells gasoline without any ethanol. Driving thru western Virgina a while back they seemed to be on every corner!
The RFS does not mandate anything to consumers. Everyone is free to purchase bio or petro fuels as they wish.
