The simple fact is that Moore is being required to prove it did not happen. The woman had obviously rehearsed the story and made it very difficult to disprove.
The women probably needs money and has been promised a payday for the story.
She said it happened 38 years ago. It is almost impossible to prove that something did not happen in private 38 years ago.

No more impossible than it is to prove that it did happen. I could say that he buggered me 38 years ago, and name two or three people corroborate my story, but that still doesn’t prove that it happened. I and my two or three witnesses could be lying for the purpose of harming the accused, and/or for payoffs, and/or in response to threats of bodily harm.
