Nope. Articles 4 and 5 of the
Grundgesetz are written in “positive liberty” format; Article 5, having to do with freedom of speech and the press, is quite restrictive.

I was thinking of the religious freedom language in our First Amendment.
We will not be able to license imams once they enter our country, or are citizens.
