I think this is a symptom of the deep seated partisan environment that was supposed to change under Trump.

The establishment fears a backlash, because they feel like they outlast the presidential terms. So, they don't prosecute the other side, afraid that their turn would be next.

But, corruption is corruption, regardless of which party is doing it.

But this only applies to the Republican establishment. The Democrats are happy to use the legal system as a partisan weapon.
