The number of U.S. police departments outfitting their officers with body cameras increases each year, but the cameras can pose a threat to civil rights if the departments fail to set rules that govern when officers review footage from their cameras, according to a new report.
The vast majority of the nations biggest police departments allow officers to watch footage from body cameras whenever they want, including before they write their incident reports or make statements, said the report, which was released Tuesday by the Leadership Conference on Civil and Human Rights.
Unrestricted footage review places civil rights at risk and undermines the goals of transparency and accountability, said Vanita Gupta, former head of the Department of Justices Civil Rights Division and current head of the Leadership Conference, in the reports introduction.
Because an officers memory of an event may be altered by watching body camera footage, doing so will likely alter what officers write in their reports.

I was actually thinking more along the lines of can’t as easily make shit up “because civil rights” if the cop has video to back up his side of the story.

Juries will believe their lyin’ eyes when they see the crimes committed by Blacks, Browns and Whites. Exhibit A: Michael Brown, the media’s “Gentle Giant,” who was recorded robbing the convenience store and roughing up the little Asian store keeper. That was a bummer for the biased media.
The minorities don't like cameras now that they are resulting in more convictions and exonerating LEOs that are accused of wrongdoing (aka, racism & brutality).
It follows the liberal standard. We must avoid truth at all cost and perpetuate emotional stigmas and evil stereo types to further the "victim" cause. This effort is an ongoing effort to divide the nation and destabilize our culture, to make it ripe for socialist/communist government ruling realignment. Liberals want slavery and servitude at the hands of Master Government. Truth and REAL justice stand in the way of that.
Cops - "Hey those video cameras were a GREAT idea, we've got so much ironclad evidence now, we're charging minorities with all kinds of new crimes!"
Social Justice Warriors - "NOOOOO! Those cameras were only to get YOU in trouble, you can't use them when you catch minorities breaking the law! We need a new law...how about cameras can only be used as evidence against cops.... and maybe white perps... but never against minorities"
First, the presumption is that there are no privacy rights in public. However, there have been arguments made that there is still a zone of privacy in your personal conversations and papers even when in public, so zooming in on handheld documents or amplifying far-away conversations in public would be questionable.
That said, the bar for recording someone has been that both parties consent to the recording (they are made aware that they are being recorded). When a police officer is wearing a body cam, there is already consent on the officer's behalf to be recorded. Given that, the consent should extend to people in the public who have their own cameras, too. They can record the officer, because the officer implied consent by wearing his own camera.
This gives enormous civil rights power to minorities who record encounters with the police, because they do not have to worry about issues with consent when the officer is also recording.

The camera doesnt lie.
The trick is to overexpose just a little.
Showing criminals in the act might make people think that they are criminals.
