A cautionary guide will be produced by Fare formerly Football Against Racism in Europe and now a pressure group that campaigns for equality in football and dispersed to fans travelling to the tournament.

The same message is there for black and ethnic minority fans do go to the World Cup but be cautious. It is going to be a weird World Cup as the USA, Netherlands and Italy are all out. There were always a lot of visitors from these countries. They might have trouble filling the stadiums.
