I could not find any reference a CATO position re: illegal aliens on the CATO website.
HST, I did find this: https://www.cato.org/multimedia/events/let-them-case-open-borders, a book supporting open borders.
To my mind, supporting “open borders” is tantamount to endorsing illegal immigration.
