Who is actually signing Mueller’s checks? Does he have to fill out a year end performance review?
I would think DOJ is paying the bills and he does have to make reports to Rosenstein. Not sure how frequent those reports are, but it is at least once a year. If SC deviates from the SC charter he is suppose to go to Rosenstein for approval. I would think SC would have had to go to Rosenstein for the Manafort/Gates part of the investigation for approval.
