I’m thinking more that a child of Mexican parents would have Mexican citizenship, so it wouldn’t fall under immigration.
Though, maybe somebody else has a more clear idea of Mexico’s laws re:are such children also Mexican citizens?

According to the 30th article of the Constitution of Mexico, there are two ways in which a person can acquire Mexican citizenship: by birth or by naturalization.

Nationality by birth

The Mexican Constitution states that Mexicans Citizens by birth are:
I think little Jasmine may fall under the 2nd one.
