“...As the secretary of state in Maine, I was asked to serve on this 12-member commission by Pences office. Although Im a Democrat, I accepted because I believed that membership would allow me to defend the election process from a position of authority, as a fully informed and engaged participant in the presidents review....” That's his problem, he wants to “defend”, not “investigate”.
Logic from an honest commissioner would say “let's investigate and show there is no fraud”. The defense argument would then be simply be no fraud found.
But he's a “D” so logic doesn't prevail. :^)
